You cannot turn a leased apartment at The Anthem into an Airbnb. Entire-apartment short stays are not a gray area in a residential building, and a guest sleeping over is a different question from a paid listing.

What the city actually requires
Local Law 18 requires anyone hosting a short-term rental — fewer than 30 consecutive days — to register with the Mayor's Office of Special Enforcement before a platform can process the booking. The law did not invent the underlying occupancy rules. It added registration and told Airbnb, Vrbo, and the other platforms to stop processing unregistered stays.
OSE will not approve a listing for an unhosted stay or an entire unit. In New York City, entire-unit short-term rentals are permitted only in Class B multiple dwellings: hotels, lodging houses, and other buildings approved for transient occupancy. A Class A apartment building is not that. The Department of Finance classifies 222 East 34th Street as a D8 elevator apartment building, with 480 dwelling units. That is a place people live, not a hotel.
The lease can ban it even when the city might not
Owners can also put a building on the city's Prohibited Buildings List, which blocks registration where the lease or occupancy agreement forbids short-term rental. Whether this building is on that list is a fact to confirm with management, not something to guess. Either way, a lease that prohibits subletting or short stays is its own rule. City registration does not override it.
Rent-regulated apartments cannot be registered for short-term rental at all. Market-rate status does not grant a hosting right.
Guests are not listings
Having a friend stay is not the same legal object as listing the apartment. This building's published amenity pages do not state an overnight-guest policy, a night limit, or a registration rule for visitors. Do not treat this article as that policy. Ask the concierge what the lease says before you assume either that guests are forbidden or that they are unlimited.
The hosting rules are on OSE's tips for hosts. To see the building as a place to live, not a place to list, browse residences or call (212) 684-3222.
